Got a tip from Texas Gun Geek that confirmed my earlier specualtion, something called a “Wink People Search” lists “Michael Tenzin Chophak McManus” as:

The Wink site also has a picture of him without the ballduster soulpatch but with a VERY similar uniform jacket on. Unfortunately, the picture is small and not very high res. so you can’t blow it up.
According to “legistorm” which is a site that you can check on staff of congresscritters, he is NOT listed as ever having been on SJL’s staff.
