Recall him and put him in a very low level job, and PT his ass til he meets weight requirements. Rinse, lather, repeat until he does so, or until his investigation is over. TDY him twice a year to the coldest base in the winter and to the most miserable base in the summer. Nothing outside CONUS.
Any base/job recommendations?

After I saw how Blacks treated conservative Blacks in a way that would get the rest of us labeled as racist if we did the same thing to the former, here’s one of the memes I’m using against future attempts of the race card:
