      3. In WWI, shooting down balloons was considered comparable to shooting down aircraft. AEF fighter pilot, Frank Luke, for whom Luke AFB is named, shot down more than two dozen and received a posthumous MoH for the feat.

         Of course, those German observation balloons were manned and armed, as well as being heavily protected by ground AA batteries.

         BTW, the F-22’s that shot down the Chinese balloon used Luke’s name as their callsign.
