Every year, about 500 identifiable people in D.C. drive as much as 70% of the city’s gun violence, according to a new report commissioned by the city.

The study was authored by the National Institute for Criminal Justice Reform, which has been working with the District to come up with a strategic plan for reducing gun violence. It found that a relatively small group of people — likely as little as 200 people at any one point in time — are driving a majority of homicides and shootings in the city. And the study echoes an argument that community leaders in the neighborhoods most affected by violence have long put forward: If the government and community groups can come together to reach those high-risk people, invest in them, and make intensive intervention efforts, the city can reduce homicides and help save lives.

“In Washington, D.C., most gun violence is very tightly concentrated on a small number of very high risk young Black male adults that have a shared set of common risk factors,” says David Muhammad, the executive director of the National Institute for Criminal Justice Reform. “This very small number of high risk individuals are identifiable. Their violence is predictable and therefore it is preventable.”

Why do I think “intensive intervention efforts” does not involve locking the criminals up for well deserved lengthy prison sentences?

    1. Reach those high-risk people, and lock them up when you have the opportunity to do so. Having a huddle and telling everyone that they’re special isn’t going to do it, what’ll do it is consequences for their illegal actions.

  5. Well, DERPA-DERPA-DOO!! Pass al the Laws you can that disarm the local populace and yeah, the CRIMINALS are emboldened knowing that Law-Abiding People will be conveniently unarmed VICTIMS. Gee whiz, when was the last time ANYONE saw Criminals lining up to turn their guns in as soon as a new law was passed? Oh, and I’m sure that the “Let ’em loose Bruce” types of Judges don’t do anyone any favors either.

    Seems simpler to remove those people from the population. For everyone’s safety. How about we lock them up for one of those several adult arrests? Put them in prison until their brains more fully develop.

  8. This research can’t be right. We have been told on numerous occasions that the biggest threat to African Amerindian, particularly young men, are the White Supremacist and Law Enforcement Officers.

    Hack did a bit of research a year or two back, and all of the deaths of African Americans attributed to the KKK during their entire history is dwarfed by the number of African American babies aborted by Planned Parenthood in less than four days.

    2. A more interesting question is how the number of black deaths by whites compare to the number of black deaths by other blacks.

    3. Planned Parenthood is doing the best they can with what they have. They can’t kill everyone, sometimes people have to kill each other too.

    4. I remember reading in the late 80’s that a Black male in an Inner City had about a 1 in 20 chance of being murdered and I’m sure those odds haven’t gotten any better since. LBJ’s “Great Society” crap sure didn’t do Black America any favors.

      1. The murder rate has dropped dramatically from the late 80s to today. Until Black Lives Matter came along the rate had dropped to a bit less than half. Then came defund the police and the decriminalization of various things and no cash bail and liberal prosecutors and oh well… now everyone is back to killing each other like the good old days. I say we can directly contribute the murder of close to 15,000 black men directly to BLM. No irony there at all.

  9. Pointing out the obvious, put them in a “special” military group and send them overseas to very cold places, to shoot at other people with guns. No limit on head count, either, and give them medals. That ought to solve the problem.

  10. If they are predictable, then get an AC130 on station at the right time. Take that 200 down by a few each time they expose themselves. That’ll prevent plenty.

    Ya know, Cops have known about this for decades. Problem is that the loony left, who lack any real connection with reality, have labeled any enforcement actions based upon reality to be profiling. Profiling criminals are bad to them. Profiling people based upon their criminal actions is discriminatory… Stupid idiots.

  13. I thought they already had this solved. Weren’t they going to start PAYING all these criminals to stop committing crimes? It turns out it would be kinda cheap….if there’s only about 500 scumbags that need to be payed off.
