Heatheranne Likout has a brother or ex-husband, named Justin Likout (aka Jaycee Panatetti, aka JC Thorpe) who’s been incarcerated on and off in the US Virgin Islands. He was dating my sister and things sounded too good to be true, so I went down for ‘Vacation’ to check him out. He had major (and dangerous) personality swings. But his real gift was lying. And using the long con to gain the trust of semi-wealthy vulnerable women.
The moment my sister told him that I’d told her who Justin/Jay really was and that he was wanted in several US states (AZ, HI, WA, and St. Croix) — his personality changed and he was very angry and violent in the house and even threatened her life. He blamed her for ‘letting me’ check his background? Surprise – the Internet is free and it lets us warn others agains scum like these people.
Fortunately/unfortunately Justin/Jay was arrested before I could get my hands on him. He tried every manipulation on my sister – everything from denial, to rage & violently blaming her, to crying & begging for a second chance because he “loved” her.
He would have said anything to get her money to jump bail and leave the island for a different carribean island where he could create a new name and identity and start hunting for more lonely women he could manipulate, in an effort to steal their money.
I talked my sister out of paying his bail (he had brainwashed her into thinking she owed it to him to bail him out). Meanwhile I spoke to some detectives and found out he was already out on bail for other fraud charges when my sister met him. He had a different girlfriend pay thousands in bail money, but according to the detectives she got so sick of all his lying, drinking, cheating, and dishonest behavior that she moved back to the states. She’s never been seen back on the island. She didn’t even try to get the bail money back. She just wanted to get as far as possible away from him because she didn’t feel safe — According to a detective I spoke to. The police also asked me about a Heather Likout and if I knew where she was living and her relationship to Justin. I told them my sister said Washington, but I didn’t know their relationship.
I explained all this info to my sister and reminded her that she’d known this man for less than a month, and already she’d heard him called by three different names, which were likely chosen from his past conquests. I heard he’s started introducing himself using his last ex-girlfriend’s last name as if they’d been married, but in actuality he’s trying to make a new identity for when he gets out of prison.
When I first met Justin/Jay before the police picked him up, he mentioned Heather to me. He implied she was an ex wife or girlfriend living on the west coast – maybe Washington stare. He said he didn’t have any kids. Later my sister told me that she was told that Heather is his sister. That’s a sign of a liar who drinks too much and can’t keep his stories straight.
Regardless of the relationship between Justin and Heather, it’s obvious they are both world class con artists. Stay as far away from this Heather person as possible, and if her friend, “Justin” or “Jay” shows up – RUN in the other direction. He has more than a few screws loose and some major anger management issues.

I wouldn’t leave the island until I knew he was behind bars. Fortunately the police found him, and he was arrested for grand larceny and fraud among other things. I heard he was sentenced to Golden Grove prison in St. Croix for 5-7 years in 2012. I was online trying to confirm he’s still in prison because he’s stalked girls in the past and my sister still lives there.
That’s when this article about Heatheranne Likout popped up. He admitted to being related to her, but my sister didn’t know if she was his sister or his wife or ex-wife). and so I’m hoping he’s still in prison. I was just doing a few online searches to check to see if he’s still locked up or if I need to start worrying about my sister again.
That’s when I found this article yesterday I was shocked, but not at all surprised. I’d never been able to find anything definite about Heatheranne Likout in 2010/2011 when I was looking. I new she was either his wife (if so, I doubt they’re divorced), or his sister. Either way – they appear to be cut from the same cloth. Like most good con men who are dealing with honest people, the bigger Justin’s lies were, and the more confident he acted, the more he was believed (by women way too good for him, and by men who considered going into business with him).
