You have to make a quick assessment of what\u2019s going on. A quick decision makes a difference when somebody\u2019s going under.\u201d<\/p>\n<p>\u201cWithout regard to his own safety, Downey immediately jumped 20 feet into the ocean, navigated through the whitewater to the woman, hooked his arm around her, and took her safely to shore,\u201d the award citation reads.<\/p>\n<p>He returned to the father, who was holding onto the baby.<\/p>\n<p>\u201cHe did a great job holding onto that child,\u201d Downey said. \u201cHe did a phenomenal job staying afloat.\u201d But when the father told Downey he \u201creally couldn\u2019t swim,\u201d the soldier took the baby ashore himself.
