We wrote about this Chaplain Peppe Hibbert <\/a>back in November. The National Personnel Records Center shorted us some information on him, so Hondo went back and got more. Some folks who were familiar with his case contacted us, and, of course, we only report that which we can document. So here is his updated FOIA;<\/p>\n

He was indeed, discharged as a Captain (Chaplain) eventually. But that was after his initial service for four years as an Eleven Charlie infantry mortarman in the 101st Division with whom he deployed to Desert Storm. He was discharged as an E-3 (Private First Class) and he went into the Tennessee National Guard where he served as an MP and then went on to be commissioned in the Chaplain Corps.<\/p>\n

In 2006, he was commissioned and began his service as a chaplain. Somewhere along the line, he was able to alter his records and he added a bunch of awards that he didn’t earn. he did deploy to the War Against Terror, but as a chaplain. Hibbert figured that he deserved more stuff – like another Combat Infantryman Badge, two Bronze Star Medals, 8 ARCOMs, 9 Army Achievement Medals, 3 National Defense Service medals, 3 Good Conduct Medals, and 3 NCO Professional Development Ribbons. He was discharged as an enlisted soldier after 4 years, since officers don’t get Good Conduct medals, he didn’t have enough time in enlisted service to earn three Good Conduct Medals (he would need at least nine years). The NCOPD ribbon is awarded when an enlisted soldier completes an NCO training course. In order to have three NCOPDRs Hibbert would have needed to attend the Advanced NCO Course (for promotion to the rank of Sergeant First Class) – that wouldn’t be possible for a Private First Class.<\/p>\n

Hibbert did earn a Combat Infantryman badge when he was a Combat Infantryman in Desert Storm, but he was a chaplain when he deployed to the war against terror, so he wasn’t eligible for another award of the CIB. But his problem was that he added all of that stuff to his records down there in Section VIII of his ORB;<\/p>\n

Somehow, it all got added to his DD214;<\/p>\n

However, the NPRC has been able to sift through the BS and provide us with a more credible FOIA. But, notice on the DD214, down there in Block 28, it says that he was discharged for “Unacceptable Conduct”. Altering his records was one of those behaviors that was unacceptable. I know more stuff, but I can’t document it, so this is what you get.
