{"id":62635,"date":"2015-11-05T07:25:43","date_gmt":"2015-11-05T12:25:43","guid":{"rendered":"http:\/\/valorguardians.com\/blog\/?p=62635"},"modified":"2015-11-05T06:42:05","modified_gmt":"2015-11-05T11:42:05","slug":"abcmr-supports-conner-moh-upgrade","status":"publish","type":"post","link":"https:\/\/www.azuse.cloud\/?p=62635","title":{"rendered":"ABCMR Supports Conner MoH Upgrade"},"content":{"rendered":"<p>Last March, Jonn wrote about a <em><a href=\"https:\/\/www.azuse.cloud\/?p=40308\">Federal court denying the request<\/a><\/em> to upgrade the Distinguished Service Cross awarded during World War II to 1LT Garlin Murl Conner to the Medal of Honor.\u00a0 The denial was due to strictly legal grounds, based on the expiration of all statutes of limitations for appealing a previous action.<\/p>\n<p>Since then, there has been further action in the matter.\u00a0 The case was further appealed, to a 3-judge panel of the 6th Circuit Court of Appeals.\u00a0 That panel in turn partially reversed the earlier court\u2019s decision, ordering the matter into mediation.<\/p>\n<p>The venue apparently chosen for mediation was the Army Board for Correction of Military Records.\u00a0 The ABCMR heard the case; last week, it rendered its decision.<\/p>\n<p>The ABCMR recommended that the Senior Army Decorations Board recommend an upgrade of Conner\u2019s DSC to the Medal of Honor.<\/p>\n<p>This isn\u2019t by any means a final decision.\u00a0 The Senior Army Decorations Board must make its recommendation; from there, assuming the Senior Army Decorations Board agrees with the ABCMR it would go to the Senate Armed Services Committee for further consideration.\u00a0 The SASC would then make a recommendation to the POTUS.<\/p>\n<p>The full process could well take many months longer.\u00a0 But this ABCMR decision supporting the upgrade is a key step forward, and may well be <u>the<\/u> critical turning point in the matter.<\/p>\n<p>Fox <em><a href=\"http:\/\/www.foxnews.com\/us\/2015\/11\/04\/battle-joined-army-panel-backs-wwii-vets-posthumous-bid-for-medal-honor\/\">has a longish article on the matter<\/a><\/em>; it has a brief summary of Conner\u2019s World War II heroism (his DSC was not his only decoration for valor), and also details briefly his actions for which he received his DSC.
