Despite the fact that most of the people in Chicago aren&#8217;t allowed to own guns there. Emanuel told reporters that he was going to work towards &#8220;cutting off people&#8217;s access to guns&#8221; according to <a href=\"http:\/\/www.complex.com\/pop-culture\/2015\/09\/chicago-violence-has-increased-drastically-since-2014-with-back-to-back-fatal-weekends\">this video<\/a>.<\/p>\n<p>I think they&#8217;ve already done that pretty effectively &#8211; which is why the criminals have free run of the streets with their illegal guns.
