The incidents occurred in 2012 when he initially applied for the Purple Heart plates and again when he went to renew the plates in 2013. He has been charged with 2 felony counts of tampering with records.<\/p><\/blockquote>\n<p>According to the local authorities, Chandler had a bad conduct discharge for the military. He&#8217;d also never been injured while in the service.
