The veterans said he owed them more than $15,000 in wages. He promised them multiple times that he would pay them their wages, but did not.<\/p>\n<p>In the report, the veterans said that Leatherby told them he was working closely with Oregon Governor John Kitzhaber. However, a Kitzhaber spokesperson told KATU that Governor Kitzhaber had never met Leatherby.<\/p><\/blockquote>\n<p>So the Oregon Attorney General fined him a hundred grand and took away his business license for the state.
