Gen. James Terry, commander of ISAF Joint Command.<\/p>\n<p>So far, however, the analysis hasn\u2019t been able to fully establish where the attacks are coming from or predict what units are likely to be hit by them, he said. According to NATO figures, about 25 percent of insider attacks are carried out or facilitated by insurgents, with the rest related to personal issues or completely unexplained, Terry said.<\/p><\/blockquote>\n<p>While they say publicly that they haven&#8217;t figured the source of the attacks, <a href=\"http:\/\/www.stripes.com\/news\/middle-east\/afghanistan\/afghans-create-western-culture-manual-to-help-counter-insider-attacks-1.188275\">the other article<\/a> kind of hints at what they think the problem is; US troops and the odd way that they don&#8217;t rape young boys;<\/p>\n<blockquote><p>Scrambling to respond to a spate of shootings that has deepened mistrust between Afghan and coalition troops, the Afghan military has produced a new manual to educate its troops on the ways of their Western counterparts, one of several steps announced Thursday to stem the threat of so-called green on blue attacks.<\/p>\n<p>\u201cIn the area of cultural awareness, we are trying to educate our soldiers and to understand the sensitivities of the culture of the Western partners and at the same time, (coalition leaders) are working hard to teach their soldiers about our cultures,\u201d Afghan Ministry of Defense spokesman Gen. Mohammed Zaher Azimi said&#8230;.<\/p><\/blockquote>\n<p>Azimi is the guy who said <a href=\"https:\/\/www.azuse.cloud\/?p=31892\">yesterday<\/a> that their enhanced investigations of Afghans has been going on for six months. So they&#8217;re going to hand a manual to a bunch of illiterate goat herders about the US culture. <\/p>\n<p>But, they&#8217;re acting like it&#8217;s a cultural thing, when it&#8217;s really a war thing. The Afghan government even admits that at least 25% of the attacks are inspired by the Taliban, so why have sensitivity training when that&#8217;s the cause?
