Noman Hatefi. He said the second attacker was arrested but did not say whether by international or Afghan forces. The Laghman governor&#8217;s office said in a statement that the second Afghan soldier was wounded by the return fire.<\/p><\/blockquote>\n<p>One of the attackers was arrested. But these things are happening way too often to not be a part of some grand strategy of the Taliban like Karzai&#8217;s government and ISAF continues to claim.
