John F. Kerry<\/a>, Massachusetts Democrat, who is <a href=\"http:\/\/www.washingtontimes.com\/topics\/united-states-senate-committee-on-foreign-relations\/\">Senate Foreign Relations Committee<\/a> chairman, and <a href=\"http:\/\/www.washingtontimes.com\/topics\/john-mccain\/\">Sen. John  McCain<\/a>, Arizona Republican, who is the ranking <a href=\"http:\/\/www.washingtontimes.com\/topics\/republican-party\/\">GOP<\/a> member on the <a href=\"http:\/\/www.washingtontimes.com\/topics\/united-states-senate-committee-on-armed-services\/\">Senate Armed Services Committee<\/a> \u2014 and,<strong> coincidentally, the last two losing presidential nominees<\/strong> \u2014 are  co-sponsoring the resolution, which would grant <a href=\"http:\/\/www.washingtontimes.com\/topics\/barack-obama\/\">Mr. Obama<\/a> \u201climited\u201d  authorization to continue using force.<\/p><\/blockquote>\n<p>A curious development, to be sure. The House seems to be\u00a0 moving, however slowly, to cut off funds for the non-hostilities in Libya while at the same time these two are attempting an end run.<\/p>\n<p>I don&#8217;t understand the reasoning behind this move at all.<\/p>\n<blockquote><p>\u201cThis is not a blank check for the president. This resolution authorizes   the limited use of American forces in a supporting role,\u201d <a href=\"http:\/\/www.washingtontimes.com\/topics\/john-kerry\/\">Mr. Kerry<\/a> said in a floor speech to the <a href=\"http:\/\/www.washingtontimes.com\/topics\/senate\/\">Senate<\/a>. \u201cIt says specifically that the  <a href=\"http:\/\/www.washingtontimes.com\/topics\/senate\/\">Senate<\/a> does not support the use of ground troops in <a href=\"http:\/\/www.washingtontimes.com\/topics\/libya\/\">Libya<\/a>. And it  authorizes this limited use of American forces for a limited duration \u2014  it would expire in a year.\u201d<\/p><\/blockquote>\n<p>The White House has rather pointedly gone to great lengths to avoid even dealing with Congress and now this?<\/p>\n<blockquote><p>The <a href=\"http:\/\/www.washingtontimes.com\/topics\/white-house\/\">White House<\/a> has not actually sought congressional approval but repeatedly has said it would \u201cwelcome\u201d it if <a href=\"http:\/\/www.washingtontimes.com\/topics\/congress\/\">Congress<\/a> acted, and has pointed  to <a href=\"http:\/\/www.washingtontimes.com\/topics\/john-kerry\/\">Mr. Kerry<\/a>\u2019s resolution as a good step.<\/p><\/blockquote>\n<p>Sure! &#8220;I don&#8217;t much care what you think, but if you want to agree with me that&#8217;s a good step.&#8221; The Great Unwashed will never understand anyway.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senators move to authorize Libya mission Sen.
