So there\u2019s the silver lining in this dubious executive  move: At last, the War Powers Act will be tested in court.<\/p><\/blockquote>\n<p>Some folks have already discovered that using air power alone is rife with\u00a0 questions.\u00a0 Who&#8217;d a thunk it?
