Police: Man fatally stabbed Elkton teen in self-defense; no charges warranted<\/strong><\/p>\n

\nELKTON \u2014 Police and prosecutors have elected not to file criminal charges against a one-armed man who fatally stabbed a 14-year-old boy on the street of an Elkton neighborhood last month \u2014 concluding that he acted in self-defense while attacked by the teen and several companions \u2014 including one who struck the victim multiple times with a shovel.<\/p>\n

Cecil County State\u2019s Attorney James Dellymer provided that update Thursday afternoon during a press conference at the Railroad Avenue headquarters of the Elkton Police Department, which has been conducting the ongoing investigation.<\/p>\n

On Tuesday, two days before the press conference, police privately told the mother of Jordin Collins \u2014 the teen who was fatally stabbed \u2014 they had concluded self-defense and that they would not be filing charges against the stabber, a man in his 30s with an amputated left arm. Authorities are identifying him only as \u201cTy.\u201d<\/p>\n

\u201cThe Office of the State\u2019s Attorney has reviewed the matter and determined that there exists no evidence to suggest that Ty committed a crime,\u201d Dellmyer told the Cecil Whig on Thursday morning, before emphasizing, \u201cThe loss of a young person in our community is very unfortunate and we have great sympathy for the family of Jordin Collins. However, Ty acted in self-defense and, therefore, no crime was committed. I thank Chief (Carolyn) Rogers and Elkton Police Department for their professionalism and diligent work on this case.\u201d<\/p>\n

During the press conference, Dellmyer and investigators provided four photos gleaned from cellphone video of the incident that occurred shortly before midnight on July 18 on Road C in Hollingsworth Manor, doing so to illustrate one of the reasons why they have opted not to seek charges against Ty in the fatal stabbing of Jordin, who lived in that neighborhood.<\/p>\n

According to investigators and prosecutors, the photos show Jordin and his companions pursuing Ty on foot down the street, as Ty appears to retreat. And authorities opine that at least one picture portrays Jordin as the aggressor, specifically showing Jordin armed with a wooden 2-by-4 and in close proximity to Ty, seconds before Ty pulled a knife and stabbed him in the neck.<\/p>\n

Authorities also released a written statement of fact based on what the ongoing EPD investigation has revealed thus far. Helping in the investigation is footage of the incident resulting in the fatal stabbing and of a prior related confrontation that occurred at the Wawa in the 300 block of West Pulaski Highway, which is adjacent to Hollingsworth Manor.<\/p>\n

\u201cThe footage showed a group of nine people following an individual, identified as \u2018Ty.\u2019 The group of nine followed Ty westbound on Road C, and after passing the intersection of Road 12, a large physical confrontation occurred. Jordin can be seen in this group and initiates the physical confrontation by assaulting Ty,\u201d the statement of fact reads.<\/p>\n

During the press conference, police reported that the individuals are members of a local gang and that they targeted Ty because he owed a \u201csmall\u201d drug debt. Of the nine people, Jordin was the only juvenile, police noted.<\/p>\n

The document also outlines, \u201cThen Jordin and others in the group pursue and attack Ty. The group that was following Ty can be seen using nearby objects, such as a shovel and a wooden 2-by-4 to assault him. Jordin can be seen retrieving a wooden 2-by-4 and running back towards Ty. This is immediately after a subject in the video utilized a shovel to strike Ty multiple times.\u201d<\/p>\n

During the investigation, Hollingsworth Manor residents told EPD officers and detectives that a related confrontation at the nearby Wawa preceded the group attack on Ty and the subsequent fatal stabbing, police reported.<\/p>\n

\u201cDetectives received the camera footage from Wawa. The footage showed Ty was accosted at the Wawa by three females who, at one point, refused to let Ty leave the Wawa. Ty leaves the Wawa, but the three females continue to follow him. A white SUV arrives at the Wawa. Two males exit the vehicle and also accost Ty. At no point in the footage did Ty stab or assault any of the females or males. The three females were deemed the aggressors,\u201d according to the statement of fact.<\/p>\n

The three females seen in the video gleaned from Wawa security cameras also appear in the footage taken later during the group assault on Ty in Hollingsworth Manor, police reported. \u201cOne of them engaged in an assault on Ty. The other two females observed the assault and never attempted to stop it,\u201d notes the statement of fact.<\/p>\n

Police reported that they received little cooperation at the outset of the investigation \u2014 to the point that officers and detectives had to determine where the fatal stabbing occurred, after they were dispatched to ChristianaCares Union Hospital in Elkton in the early-morning hours of July 18.<\/p><\/blockquote>\n
