Pritchett

Stolen Valor is another facet of the whole lowlife criminal package.

Ex-La Marque city manager accused of arson, fake Marine record and bogus degrees, court docs say

By John Wayne Ferguson

Two days after La Marque’s former city manager called police to report someone had spray-painted vulgar words on his home’s white picket fence and then tried to set it on fire, an arson investigator made a discovery: a can of yellow spray paint, lighter fluid and a lighter.

All three items were in a toolbox in then-city manager J.B. Pritchett’s garage, police said.

New charging documents released Tuesday added new details about the bizarre downfall of Pritchett, a former city spokesman who recently became the top administrator in the city, then quit amid accusations of stolen valor, lying on his résumé and setting his own property on fire.

Pritchett was arrested Saturday outside Dallas, where police claimed he traveled while knowing there were warrants out for his arrest in Galveston County.

Pritchett was charged with two felonies — arson and tampering with evidence — and three misdemeanors, according to court records.

One of the misdemeanors accused Pritchett of lying to police about the arson. The others are about claims made on his professional résumé that police said were false. One of the misdemeanor charges accuses Pritchett of claiming to have more degrees than he actually earned; the other of claiming to have served in the Marines when he did not.

Police were called to Pritchett’s home in La Marque on July 3, after he reported finding graffiti on his fence, along with a section that appeared to have been burned.

The graffiti read “F— YOU LOWRY RULES,” an apparent reference to La Marque City Councilman Joseph Lowry, a locally known provocateur who frequently makes claims of corruption against other city officials.

Lowry voted against Pritchett’s elevation to permanent city manager in May. Pritchett had been serving as interim city manager since January. He was hired by the city in 2021 as a communications manager.

A dispute between Pritchett and Lowry had apparently been simmering before the fence was set on fire. In June, Pritchett sent a cease-and-desist letter to Lowry and La Marque Police Chief Randall Aragon, demanding they stop harassing and defaming him, according to the Galveston County Daily News.

Police quickly put together a theory of the arson that didn’t involve Lowry, according to court records. Surveillance video obtained from near Pritchett’s house showed that a man about his height had set fire to the fence, and that the person who lit the fire could only have returned to the house, according to the complaint.

A police dog trained in arson investigation led police to the toolbox containing the paint and lighter fluid, according to the complaint.

Police alleged that Pritchett hid the items and lied to investigating officers to hide his role in the fire.

Separately, police also filed charges that Pritchett lied about his professional experience in multiple ways.

Pritchett allegedly told city officials he had degrees from UT Dallas, Indiana Wesleyan University and Oklahoma Wesleyan University, including a master’s degree in divinity, according to the complaint. Police said they subpoenaed his academic records and found only that Pritchett had a bachelor’s degree in criminology from UT Dallas.

Separately, Pritchett claimed to have been a Marine Corps officer and to have received a medical discharge, according to the complaint. Police said they found no record of his service and accused him of lying for his own professional gain.

Pritchett resigned his position on July 7, two days after police discovered the materials in his garage.

Houston Chronicle

A real prince among men.
