Criminals.<\/p>\n<blockquote><p>Last week at the state Capitol, Woods joined Connecticut\u2019s big city mayors, who&#8230; backed up the legislative pitch with a startling statistical analysis of gun crimes that shows most gun criminals are chronic reoffenders who are committing second and third offenses while released on bail or probation.<\/p>\n<p>The gun criminals are, according to the numbers, a relatively small, violent group with felony records. They commit a significant percentage of urban gun crimes while free on bond and awaiting trial on other crimes, or while on parole or probation after prior convictions and prison sentences, data shows.<\/p>\n<p>&#8230;Connecticut\u2019s big city mayors, who departed from the new decriminalization orthodoxy to push a package of proposed laws that would enhance bail and sentencing laws<\/p><\/blockquote>\n<p>Not sure how much of a blinding revelation this is to most folks. Criminals commit most crimes &#8211; who&#8217;da thunk it? But, as glaringly obvious as it is, there are always the state lawmakers to worry about:<\/p>\n<blockquote><p>But it was unclear what reception their proposals would get from the Democratic-controlled legislature, where recent gun proposals trend more toward limiting gun access than prosecution.<\/p><\/blockquote>\n<p><a href=\"https:\/\/www.policechiefmagazine.org\/project-exile-still-the-model-for-firearms-crime-reduction-strategies\/\">Courant via Yahoo<\/a><\/p>\n<p>But note the contrast: at least some of these mayors are supporting proposals to make the penalties more drastic for committing crimes with guns; but the legislators favor restricting everybody&#8217;s access to guns . Legislators, who seem to have a remarkably low percentage of veterans, sure seem to embrace the military-style &#8220;one person screws up, the entire unit suffers&#8221; sort of mentality, don&#8217;t they? Next thing ya know, after a drunk-driving crash on the other side of town they&#8217;ll want you to turn in your truck<\/p>\n<p>These punish-the-actual-criminals programs have been tried before. A notable example was Project Exile in Richmond, VA several years back when Richmond was the murder capital of cities in its population group (100,000 people) .\u00a0\u00a0 It made gun federal charges mandatorily prosecutable, no plea-bargaining them away. In the first year it prosecuted 372 people and its murder rate plummetted by 40%.\u00a0 <a href=\"https:\/\/www.policechiefmagazine.org\/project-exile-still-the-model-for-firearms-crime-reduction-strategies\/\">Police Chief Magazine<\/a><\/p>\n<p>Unfortunately, there were charges that since persons of color were disportionately affected by Exile, that it was wrong. Apparently the (politically incorrect yet still true)\u00a0 fact that a disportionate number of shooting crimes are <em>committed<\/em> by POC isn&#8217;t relevant. Reminds me of an article (which, sadly I am unable to relocate handily) lamenting that the majority of casualties of police car accidents were due to calls in minority neighborhoods &#8211; ignoring that in pretty much every larger city I know of, the highest number of urgent calls to crime scenes was &#8211; where? Think the latest outrage is for a woman, standing in a bike lane, who was struck by a police car in Queens&#8230;\u00a0 takes time to find any articles that mention that the police car,\u00a0 <em>which had lights and siren going,<\/em> was attempting to pass another car when its driver turned left into the police car.<a href=\"https:\/\/news.yahoo.com\/woman-standing-bike-lane-struck-212417955.html?fr=sycsrp_catchall\">USA Today via Yahoo\u00a0<\/a>\u00a0 No mention of any culpability on the part of the left-turning driver.<\/p>\n<p>No, I don&#8217;t dislike POC, far from it.
