{"id":133612,"date":"2022-11-16T06:00:05","date_gmt":"2022-11-16T11:00:05","guid":{"rendered":"https:\/\/valorguardians.com\/blog\/?p=133612"},"modified":"2022-11-15T12:56:53","modified_gmt":"2022-11-15T17:56:53","slug":"air-forces-turn-in-the-barrel","status":"publish","type":"post","link":"https:\/\/www.azuse.cloud\/?p=133612","title":{"rendered":"Air Force&#8217;s turn in the barrel"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-76985 aligncenter\" src=\"https:\/\/www.azuse.cloud\/wp-content\/uploads\/2018\/01\/a10-300x131.jpg\" alt=\"\" width=\"300\" height=\"131\" srcset=\"https:\/\/www.azuse.cloud\/wp-content\/uploads\/2018\/01\/a10-300x131.jpg 300w, https:\/\/www.azuse.cloud\/wp-content\/uploads\/2018\/01\/a10.jpg 340w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>Well, I&#8217;ve puked on Army programs, the Navy and today the youngest services get their turn.<\/p>\n<p>The new AF\/SF personnel evaluations system, myEval, debuted to fanfare in February as a cloud-based eval system designed to make everyone&#8217;s life faster and easier<\/p>\n<blockquote>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The system is also supposed to automatically pull in information from the centralized personnel data system and other programs like myFitness, which tracks airmen\u2019s fitness test scores.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The service first opened myEval to airmen and guardians in February. By the end of May, all were supposed to have started using it to log performance reviews.<\/p>\n<\/blockquote>\n<p>Except&#8230;it wasn&#8217;t beta-tested, and is apparently buggy as can be. Almost a year later, the complaints continue:<\/p>\n<blockquote>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cI\u2019ve spent \u2026 countless hours learning the system that has no manuals, vague guidance, never-ending errors, and little to no capacity to support our needs,\u201d someone who claimed to work for the Air Force Personnel Center said Wednesday in an anonymous post on the popular \u201cAir Force amn\/nco\/snco\u201d Facebook page.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cWhen you wonder why retention rates are so low, please stop yourselves from going any further,\u201d they continued. \u201cIt\u2019s decisions like this that truly influence the Air Force culture and make individuals choose leaving versus staying.\u201d<\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/11\/14\/air-force-still-struggling-to-launch-working-performance-review-system\/\">Military Times<\/a><\/p>\n<p>myEval 2.0 was due to launch October 1. Nic, nada, nic&#8217;evo, rien, nuthin&#8217;, zippo. Now they are targeting early 2023. It&#8217;s worth noting that there are segments of myEval which directly impact favorable personnel\u00a0 actions like promotions, which without myEval, will not happen.<\/p>\n<p>According to Task &amp; Purpose this is not a unique problem. In fact, they say the Air Force&#8217;s Chief Software Officer is resigning because of institutional\u00a0 issues with software development and utilization:<\/p>\n<blockquote><p>\u201cWe are running in circles trying to fix transport\/connectivity, cloud, endpoints, and various basic IT capabilities that are seen as trivial for any organization outside of the U.S. Government,\u201d wrote Nicolas Chaillan in a <a href=\"https:\/\/www.linkedin.com\/pulse\/time-say-goodbye-nicolas-m-chaillan\/\" target=\"_blank\" rel=\"noopener\" data-ml-dynamic=\"true\" data-ml-dynamic-type=\"sl\" data-orig-url=\"https:\/\/www.linkedin.com\/pulse\/time-say-goodbye-nicolas-m-chaillan\/\" data-ml-id=\"0\" data-ml=\"true\" data-xid=\"fr1668532653519dhh\" data-skimlinks-tracking=\"xid:fr1668532653519dhh\">LinkedIn post<\/a> announcing his resignation on Thursday. \u201cAt this point, I am just tired of continuously chasing support and money to do my job. My office still has no billet and no funding, this year and the next.\u201d<\/p><\/blockquote>\n<p><a href=\"https:\/\/taskandpurpose.com\/news\/air-force-cybersecurity-nicolas-chaillan\/\">Task &amp; Purpose<\/a><\/p>\n<p>Worth a read. One of the little factoids cited is that F-22 and F-35 systems can&#8217;t talk to each other&#8230;probably the most heavily-linked fighters in the world, from the SAME COUNTRY, and there is no data interlink capability between them.<\/p>\n<p>Finally, we move on to hardware issues: the KC-46 tanker development program has a key issue, in that they can&#8217;t refuel A-10s.<\/p>\n<blockquote>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The Air Force discovered the issue over four years ago.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cPilots of receiver aircraft reported that the boom is too stiff during the part of the process when the receiver plane moves forward into the fuel transfer zone,\u201d Defense News reported in 2018.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Boeing received a contract worth up to $55.5 million to redesign the boom in 2019.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">But the effort to fix it has slowed. Moog, a subcontractor to KC-46 builder Boeing, is having trouble finding an actuator \u2014 the component that puts a machine into motion \u2014 that complies with military regulations, the Air Force said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The service believes it will take at least three years for Boeing to start installing new hardware that resolves the \u201cstiff boom\u201d problem.<\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2022\/11\/14\/kc-46-tankers-boom-issue-will-prevent-a-10-refueling-for-years\/\">Military Times I<\/a><\/p>\n<p>I&#8217;d wait for someone to drag out a &#8220;but Covid!&#8221; excuse &#8211; noting that this problem was known two years before Covid hit. Me, I wonder how it is\u00a0 Boeing is getting all that money for a solution and can&#8217;t get anything implemented till (per the article) late 2025. Are there no &#8216;timely performance-failure&#8217; clauses in contracts any more?\u00a0 Heck, why wasn&#8217;t the original design called faulty when it didn&#8217;t work?
