The system is <em>designed<\/em> to allow these people into uniform with the hope that the drill sergeants will weed them out. Except the DSs are judged by the percentage they push through their pipelines. They hope these people get weeded out at their units. So on and so forth.<\/p>\n<p>At every step people likely see a problem, but kick it down the road.
