Short version: in OK, VA hospitals are located in OKC and Muskogee. But there’s both a VA Outpatient Health Clinic and a Vet’s Center in Tulsa. There are also clinics in Jay, Vinita, and Stillwater – which all seem not too much farther away from Bartlesville than Tulsa. Vinita might even be slightly closer.
My guess would be the ones in Tulsa, but that’s just a guess.

Starting with comment 416, all of the “Anonymous” comments above are coming from the same residential IP in Bartlesville, OK. That IP has been used by another persona above as well – RealDeal. The e-mail address used by RealDeal indicates the computer at that location is likely being used by either Blake himself or someone Blake knows. Alternatively, Blake may be using an acquaintance’s computer at that acquaintance’s residence with their permission. The time of day of most of those comments (late night/early morning) argues against the latter, though.
The persona “Mike G” is consistently commenting from what appears to be a DSL connection in Tulsa. All but two appear to have come from the same IP; since it’s a static IP assignment, it doesn’t move. Based the time of day of some of “Mikey-boy’s” asinine comments, this is most likely a residential DSL connection. The other two comments by Mikey-boy may have been made from alternate locations in the Tulsa area.
I’m guessing RealDeal and Anonymous (416 and later) are Billy-boy himself, while “Mikey” is probably a buddy of Blake’s from the Tulsa Vet Center. But it’s also possible that Billy-boy spends the night in Tulsa at an acquaintance’s place from time to time and uses a computer there – which means Mikey could be an alter ego of Blake’s, too.

If he is Claremore he could be using the Fayetteville AR VA. The Regional VA office is in Muskogee in addition to the VA Hospital. And the VA Clinic in Tulsa and Vinita would be equal distant to Claremore.
