I will try to answer your question about Pilot losing their wings. Breaking safety is the most common way. Seldom that I have of is in voilation of the USMCJ. The Officer can voluntarty turn in their wings quiting flying. I do not know if they can return to flying by asking to fly again and get their wings back. The enlisted man can quit at any time with no stigma attached. Joe

(1) board action (demonstrated incompetence or safety issues),
(2) UCMJ action, or
(3) voluntary refusal to perform flight duties.

These are some pretty serious charges – has anyone contacted Mr. Keith for a comment?
Don’t see much need, Paul. The FOIA reply from NPRC regarding Keith’s official military personnel records on file there make it quite obvious Keith is claiming awards and decorations he does not rate.
In particular, a Navy Cross and promotion to CAPT/O6 would NOT be missing from his records.
Hondo – I just went through all the older comments regarding Mr. Keith and it seems you’ve all covered just about everything. Still, I’m always curious for a reaction or explanation from the accused.
Mr. Keith and I exchanged emails regarding his mention of my brother in his book, Firebase Illingworth. His final email was extensive, but the part I thought I would share was when he wrote:
“Maybe you served in Vietnam, I do not know: you only listed “US Army 1969-1972.” I did serve in Vietnam and I have 3 Purple Hearts in my medal case to prove it and bits of shrapnel still roaming around in my body somewhere and I will die of the Agent Orange crud one of these days, hopefully not too soon. I am not going to engage in a pissing contest with you about this any further.”
Now that I’ve read everyone’s questions and comments on this page, I’m a little (?) upset with Mr. Keith’s embellishments. I want to thank all of you for such detailed questions and explanations, because it has confirmed much of what I had been thinking.
Hondo or anyone ~ I am looking at Keith’s FOIA and do not see anything that designates him as an officer – am I missing something?

I checked the Naval Register (Jan 1970) Philip Allen Keith is listed as a LTJG with a date of rank of 5 Jun 1969 and 1320 designator. The 1320 is a Naval Flight Officer and NOT a pilot (naval aviator) which is a 1310 for regular officers and 1315 for reserve officers. He is shown wearing pilot wings in the photos (poser!) and not NFO wings; a BIG difference. I checked the USS Constellation CVA-64 cruise books (he says he was on the Conny as an Intelligence Officer 163X designator in “Together We Served- Navy”) for 1969-1974 and did not find his picture. On Linked-In here is what he has to say about himself:

He’s wearing the Navy Cross, DFC, & Purple Heart Medals on his Facebook page! “Home of the Heroes” does not list him in their Navy Cross database.

It’s interesting that this “F-4” pilot never mentioned his RIO in his write-up. I guess he dodged the other 7 missiles by himself. Maybe he flew this supposed flak mission without a RIO. Given that it is coming out that guy was most-likely a P-3 back-seater, you’d think he would recognize a team effort. Just two months before this purported event happened, the first American ACEs of the Vietnam War were declared. Note the RIO was also considered an ACE as part of the F-4 team. It’s interesting the two ACEs mentioned above flew off the USS Constellation (Fighter Squadron 96). This will be a subject of interest in future blog entries.

Former La Jolla Securities broker Philip A. Keith yesterday surrendered to the district attorney and was booked into county jail on one count of grand theft.
Keith was later released on condition he make all his court appearances in the case. He is accused of embezzling more than $100,000 from the UC San Diego Foundation, and faces imprisonment of from 16 months to five years if convicted.
Arraignment is scheduled for Nov. 5, when Keith will enter his plea. He asked for the delay because he did not have an attorney to represent him in a criminal matter.
The district attorney’s office charged that Keith had taken $413,477.06 from the UCSD Foundation last spring and put it in his own brokerage account, TBR & Co., which was jointly owned by himself and his fourth wife, Trudy Buck Rogers. The money was supposed to go to pay for four Treasury notes for the UCSD Foundation and was supposed to be maintained in its account, according to Ray R. Ramseyer, special assistant to the UCSD chancellor and director of the foundation.
Keith is alleged to have then purchased three $100,000 Treasury notes, which he continued to maintain in his personal account with La Jolla Securities. According to court documents, Keith admitted using the three T-notes as margin and collateral for trading other stocks, including the highly volatile Disney stock in the midst of a takeover attempt.
Court documents also indicate that Keith believed he had discretionary authority to put the foundation’s money in his own account, but Ramseyer denies that is true, and the trade confirmations were never sent to the university, according to the complaint.
The remaining money — more than $100,000 — was used as a personal loan, the complaint alleges.
Deputy district attorney Robert J. Sullivan said Keith does acknowledge that he used the university’s money without authorization for personal loans and other personal business. Sullivan said it was a “clear embezzlement.”
“At least $300,000 (in Treasury notes) was returned to the university, but the total loss to the university remains $103,510,” Sullivan said.
Keith authorized La Jolla Securities to liquidate his accounts in late June by mail; he was in Hawaii at the time the irregularity was discovered, Sullivan said.
Keith has signed a confession of judgment, in which he agreed to repay $82,981.34 to the UCSD Foundation by Oct. 31. So far no payment has been made, and Keith’s attorney said he would pay as he could, Sullivan said. However, if the entire amount is not returned by Oct. 31, the university has the right to seize Keith’s assets, including his new $270,000 home in the Coronado Cays.
Keith is a U.S. Naval Reserve officer, who until recently was attached to the Fleet Combat Operational Readiness Group One, Detachment 219, Naval Amphibious Base, Coronado. A source within the Naval Reserve office in San Diego said he is currently in a voluntary training unit until he can be permanently relocated to another detachment. He recently achieved the rank of commander.
Keith has been an independent sales representative for Republic Telcom since he was terminated by La Jolla Securities in July. However, a Republic Telcom manager, Bob Arthur, said that Keith “has never done much work for Republic Telcom. He’s not been active at all.”
Keith told close family members and friends as late as Thursday that the district attorney’s investigation into his activities was “a lie,” and that he was working on a secret government project, according to sources close to Keith.
Keith has had two bankruptcies in the last nine years, and two foreclosures in the last four years. He was fined $10,000 by the National Association of Securities Dealers in July for borrowing money from customers’ securities accounts for his own use. His registration with the NASD also was revoked for 60 days.

Philip Keith, the former investment broker for the UC San Diego Foundation, was placed on five years’ probation for his April 4 grand theft conviction involving the disappearance of more than $100,000 from the foundation.
Keith was sentenced by San Diego Superior Court Judge Daniel Kremer, who noted that Keith has already paid $113,000 in restitution and interest.
Kremer ordered Keith to repay his former employer, La Jolla Securities, $9,307.53, involving a loss from the same securities fraud. He also ordered him to perform 250 hours of community service work by July 1, 1986.
In addition, the judge ordered Keith to participate for 120 days in a work-furlough program in which he will check into jail at night and leave each day for work. Under the conditions of his probation, Keith was barred from selling securities for five years and ordered to pay a $200 fine.
Jack Phillips, Keith’s attorney, told Kremer the losses stem from pressures Keith had from his ex-wife and the ex-husband of his new wife. Kremer responded that others have domestic problems and that that is “not an excuse for criminal behavior.”
Phillips said Keith recently lost his expensive Coronado home and now works for the Information Network Co. Phillips urged a sentence of 90 days of work-furlough.
Deputy Dist. Atty. Bob Sullivan said he went along with the proposed sentence because Keith has paid the UCSD Foundation back. If he had not, Sullivan said, he would have asked that Keith serve a state prison term.
He should not sweat it. He has options to include being All-Points Logistics new finance officer.

They liked it well enough they published it as a “major article in the paper.” Came to the attention of a particular gentleman who was stationed in Hawaii at the time – Admiral McCain. McCain’s office called and asked for Keith. Send him over tomorrow morning at 10:00am. Sat me down, “Son, that was a mighty fine piece you wrote in the paper. Thank you, very much.”
“How about joining my staff?” Made me his Flag Secretary. Took me under his wing. “I think he looked at me as a very poor surrogate for his very brave son.” -gag me!

NOT, Keith’s VA papers say he was deactivated April 3, 1973 and claims he was awarded a Purple Heart, photos of him wearing that medal and the Navy Cross. He “remembers” his first landing aboard the Lexington, Ha. BS. NOT true. Keith washed out of pilot training and became a Naval Flight Officer in P-3 aircraft. From FOIA: Aug 1968 Preflight Training, Sep 1968 VT-1 (basic pilot training), Oct 1968 VT-3 (basic instrument and formation training), Apr 1969 he is now listed as an NFO Student in VT-10. Received NFO wings 20 Jun 1969. Check out the VP-6 Cruise Book for 1971-72 and there he is as their legal officer. Funny, he is not in the Connie Cruise Book of that time. Keith you are a liar plain and simple. The photos I have seen of him wearing naval aviator wings, captain’s rank, and the Navy Cross, Purple Heart medals are all lies. The December 1970 US Naval Register (Blue Book) shows his lineal number 094280, date of rank 6/5/69 LTJG, designator as a 1320 – NFO.
