That does not look like a sea cadet officer uniform under the USNSCC… and since the USNSCC was established by the Navy such a rank would be actually valid.
Unfortunately i believe cadet programs should only allow civilians to wear ROTC ranks like Midshipman and leave the true military ranks to those who actually served or are serving… I live in LA and i have never heard of or seen this guy.
