I wish the photo was clearer so I could make out the functional badges. Is he wearing two name tags?

Oh jesus. The only badge authorized to be above wings is Chaplain. Jump wings (if that is what those are…can’t zoom in enough) go below aircrew wings. (Setting aside all the other problems with the picture, of course)
CHief (assuming 3E9): looks like from top to bottom: jump wings, aeronautical wings of some sort, and possibly air assault on his pocket?

The badge above the name tag is the Combat Crew Badge. It was discontinued and replaced by the Combat Readiness Medal. The aviation badges are certainly in incorrect of precedence wear as another poster already mentioned. The beret worn in the alleged Mayaguez incident support of some sort had some sort of badge not affiliated with any US Armed Forces unit.
