Shane Osborn’s Senate campaign has circulated this memo to journalists, friends and supporters to counter questions about his decision to land a badly damaged EP-3 Navy reconnaissance plane loaded with sensitive electronics gear at a military airfield in China. The decision to land instead of ditching at sea saved the lives but, experts believe, compromised classified materials. The Navy, however, denies any knowledge of the memo and won’t vouch for its contents.
